Murder and nonnegligent manslaughter, as defined in the UCR program, is the willful killing of one human being by another. This offense category includes any death resulting from a fight, argument, quarrel, assault or commission of a crime. Attempted murder and assaults with the intent to kill are not counted as murder, but are included in UCR as aggravated assaults. Suicides, accidental deaths, and justifiable homicides are also excluded from the murder classification. The classification of this offense, as well as for all Index Crimes, is based solely on police investigation and not upon determinations by courts, medical examiners, coroners, juries, or other judicial bodies.

A four-year longitudinal graduation rate is the percentage of students from a class of beginning ninth graders who graduate by their anticipated graduation date, or within four years of beginning ninth grade. A four-year longitudinal dropout rate is the percentage of students from the same class who drop out before completing their high school education. Students who enter the Texas public school system over the years are added to the class, and students who leave the system for reasons other than graduating, receiving a Texas Certificate of High School Equivalency (TxCHSE), or dropping out, or who could not be tracked from year to year, are subtracted. Dropouts are counted according to the definitions in place the years they drop out. The definition changed in 2005-06. Longitudinal rates for the class of 2009 and later classes are comparable to one another. Rates for classes in which the national dropout definition was phased in (classes of 2006, 2007, and 2008) are not comparable from one class to another, nor are they comparable to rates for prior or later classes.

The Texas Department of Transportation issues federal and state financial assistance grants to publicly owned general aviation and reliever airports included in the Texas Airport System Plan (TASP). These Aviation Facilities Development Grants are provided for capital improvements for items such as pavement improvements, land acquisition, runway extension or relocation, terminal buildings, control towers, weather observing systems, construction of new hangars, installation of new fuel facilities and new facilities. These grants require a 10% local match except for terminal building grants that require a 50% local match and weather and fuel systems require a 25% match. Eligible local governments request funding through a letter of interest that details the proposed scope of services for the grant. Additionally, TxDOT provides financial assistance to publicly owned TASP general aviation, reliever and non-hub commercial service airports through the Routine Airport Maintenance Program (RAMP). All eligible airports can receive up to $50,000 anually in state funds for airport maintenance. The RAMP grants require at least a 50% local fund match.

Grants awarded under The Texas Traffic Safety Program consist of education, engineering, and enforcement grants conducted in a partnership between federal, state, non-profits, colleges/universities and local jurisdictions. The program provides grant funds and other assistance to reduce the number and severity of traffic crashes throughout the state. The overall program is broken down into fourteen program areas (such as police traffic services, speed control, alcohol and other drug countermeasures,  EMS, occupant protection, traffic records, roadway safety, and motorcycle safety). For example: Alcohol and Other Drug Countermeasures: The goal of this area is to reduce the number and percentage of alcohol and other drug-related crashes through prevention, education and enforcement. Occupant Protection: The goal of this program is to increase safety belt and child passenger safety seat use throughout Texas. Subgrantees use education, training, enforcement and public information to improve the use rate. Traffic Records: The goal of this program area is to improve the timeliness, quality, availability and linkages of records between crash databases. Improved traffic records will improve police planning and response, facilitate highway planning, and improve EMS planning. Roadway Safety: To improve the knowledge of state, city, and county personnel in the current techniques related to proper work zone installation, maintenance, and safety. Police Traffic Services: Selective traffic enforcement programs focus on increasing existing efforts to enforce speed limits, target high-crash intersections, increase compliance with occupant restraint laws, distracted driving, and reduce the number of intoxicated drivers. The Project Celebration program provides small grants to high schools to encourage alcohol-free prom and end-of-the-year events.

The Texas Hate Crimes Act, Chapter 411.046 of the Texas Government Code, defines hate crimes as crimes that are motivated by prejudice, hatred, or advocacy of violence including, but not limited to, incidents for which statistics are or were kept under Public Law 101-275 (the Federal Hate Crimes Statistics Act). The federal law further defines Hate Crime as crimes that manifest evidence of prejudice based on race, ethnicity, sexual orientation, religion, disability, gender and gender identity

Deliveries that occurred in other settings, such as birthing centers or homes, were excluded. MS-DRG codes 765-768 and 774-775 were used to identify FFS deliveries with discharge dates in FY2009 - FY2012. APR-DRG codes 5401-5404, 5411-5414, 5421-5424, and 5601-5604 were used to identify deliveries for FY2013-FY2015. Managed Care deliveries were selected from the Delivery Supplemental Payment (DSP) database. MCO cost was calculated by multiplying the DSP contract rate by the number of deliveries for each MCO plan. The DSP program does not include deliveries to MCO clients enrolled in STAR Health, STAR+PLUS, or MMP. The MCO Program excludes clients enrolled in Type Program 30. Deliveries are reported as the total number of unduplicated delivery dates per patient. Patients with multiple delivery claims on the same date are counted as having one delivery on that date. Some patients had more than one delivery date per fiscal year. Teenage mothers were defined as delivery patients who were under age 20 on the delivery date. Non-teenage mothers were defined as mothers who were age 20 or older on the delivery date.

General Revenue-Related Funds Fiscal 2021 Data on net state revenue collections deposited to general revenue-related funds, both by month of collection and type of revenue source. General revenue-related funds affect the discretionary spending detailed in the General Appropriation Act, and consist of the General Revenue Fund, Available School Fund, State Technology Instructional Materials Fund, Foundation School General Revenue Dedicated Account and General Revenue Dedicated Account related to the Tobacco Settlement.

A State Infrastructure Bank, or a SIB, operates chiefly as a revolving loan fund and can provide a wide range of financial assistance in addition to loans. The purpose of the pilot program was to attract new funding into transportation, to encourage innovative approaches to transportation problems, and to help build needed transportation infrastructure. The law provided that each designated state can transfer up to ten percent of certain federal dollars, match those funds with state funds, and deposit them into a State Infrastructure Bank. The greatest benefit of this program may be the creation of a self-sustaining, growing, revolving loan fund. Conducted annually by NNEDV since 2006, this Census takes into account the dangerous nature of domestic violence by using a survey designed to protect the confidentiality and safety of victims.
