The United States President's Emergency Plan for AIDS Relief

The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) is led by The Office of the U.S. Global AIDS Coordinator and Health Diplomacy (OGAC). Appointed by the President, confirmed by the Senate, and reporting directly to the Secretary of State, the U.S. Global AIDS Coordinator and Special Representative for Global Health Diplomacy oversees implementation of the U.S. Government’s (USG) international HIV/AIDS efforts and ensures program and policy coordination among the relevant USG agencies and departments.

      Operating unit-level results for 2016 and prior years represent aggregated totals. For 2015 and 2016, results are available at the subnational level. For 2014 results and prior, the data can only be viewed and explored in aggregate country or regional form. General patterns can be explored for all results, allowing the investigation of trends within and among different operating units. Some variation exists between indicator versions from PEPFAR during 2004-2010, 2011-2014, and 2015-2016. More detail regarding these differences can be found in the indicator reference documents and in reference materials attached to this dashboard.   PEPFAR collects data disaggregations that help to clarify breakdowns of status within many of the available indicators.       There are seven U.S. Government agencies that receive funds to implement programs through the PEPFAR initiative. These agencies include the U.S. Department of State, the U.S. Agency for International Development, the U.S. Department of Defense, the U.S. Department of Commerce, the U.S. Department of Labor, the U.S. Department of Health and Human Services, and the Peace Corps. The Department of Health and Human Services is the parent agency for the Centers for Disease Control and Prevention, Health Resources and Services Administration, Substance Abuse and Mental Health Services Adminstration, National Institutes of Health, and the Office of Global Affairs.

      PEPFAR Central Funds constitute monies allocated to operating units beyond those tied to annual operating budgets and to agencies to support administrative responsibilities. Funds channeled to operating units typically are for subsets of PEPFAR countries, depending on the needs or opportunities afforded by local circumstances. Agency funds typically are assigned to all PEPFAR Implementing Agencies. Funds are used to promote innovation, research, and improved oversight of PEPFAR programs.
