Standard consumers are characterised by predefined annual consumption. The prices include electricity/basic price, transmission, system services, meter rental, distribution and other services. The prices are collected and published considering three levels of taxation (see above). For structural indicators tables, where only annual data is displayed both for new and old methodology in the same table, the prices refer to the price on 1st January of each year (until 2007) and to the first semester of each year (2008 and later). Data on electricity prices for industrial consumers are collected according to Directive 2008/92/EC of the European Parliament and of the Council of 22 October 2008 concerning a Community procedure to improve the transparency of gas and electricity prices charged to industrial end-users (recast) (Text with EEA relevance).       The dataset presents estimates of air emissions 'embodied' in products (goods and services) for final use - also referred to as 'footprints'. The estimates are the result of environmental input-output modelling for the aggregated European Union (EU) economy. For example, the carbon footprint is a measure of how much CO2 was emitted along the full production chain of a product that ends up in the EU as final consumption or investment, irrespective of the industry or country where the CO2 emission occurred. These emissions are sometimes referred to as emissions 'embodied' in EU consumption, although they are not literally included in the final products, and these products are not only consumed, but may also be investment goods. Air emission footprints offer a complementary perspective to greenhouse gas inventories and air emissions accounts. The latter two record emissions on the production side, at the origin of the emissions. In contrast, carbon footprints are estimated from the perspective of the final product and where it ends up, and are therefore also referred to as consumption-based accounts.   The model estimations are based on two main source datasets (see 18.1 for more detail): ESA supply, use and input–output tablesAir emissions accounts    The dataset reports on emissions of greenhouse gases and air pollutants from final use of products for: European Union2008-2016using the CPA 2008 classificationwithin the ESA 2010 framework   Estimates for the most recent year in the dataset (t) are estimated based on early estimates of air emissions accounts for year t.    Footprints can be derived from this dataset by combining the estimates for final consumption expenditure (P3) and gross capital formation (P5) from the dimension INDUSE (for ORIGIN equal to Total/WORLD).   The underlying modelling assumes that the production technology in the rest of the world economy is the same as in the EU. Hence, the estimated 'embodied' emissions in the rest of the world constitute rather emissions avoided in the EU production system. For carbon dioxide (CO2) the difference between 'avoided in EU' and 'actually emitted in rest of the world' is most likely smaller than for other pollutants such as sulphur dioxide (SO2) for which very efficient abatement technologies were introduced in the EU.

      This dataset covers indicators for monitoring progress towards energy efficiency targets of Europe 2020 strategy implemented by Directive 2012/27/EU on energy efficiency. Targets for 2030 are included on the basis of Directive (EU) 2018/2002. The European Union (EU) has committed itself to a 20 % reduction of energy consumption by the year 2020 compared to baseline projections. This objective is also known as the 20 % energy efficiency target. In other words, the EU-28 has committed itself to have a primary energy consumption of no more than 1 483 Mtoe and a final energy consumption of no more than 1 086 Mtoe in 2020. For 2030 the binding target is at least 32.5 % reduction. This translates into a primary energy consumption of no more than 1 273 Mtoe and a final energy consumption of no more than 956 Mtoe in 2030. Annual data collection cover in principle the EU Member States, EFTA, EU candidate countries, and potential candidate countries. Time series starts mostly in year 1990.

      The indicator is the ratio between the Gross Inland Consumption of Energy and the Gross Domestic Product calculated for a calendar year. It measures the energy consumption of an economy and its overall energy efficiency. The Gross Inland Consumption of Energy is calculated as the sum of the Gross Inland Consumption of the five types of energy: coal, electricity, oil, natural gas and renewable energy sources. In addition, each of these figures is calculated as an aggregation of different data on production, storage, trade (imports/exports) and consumption/use of energy. The GDP figures are taken at chain-linked volumes, reference year 2005 (at 2005 exchange rates). The energy intensity ratio is the result of dividing the Gross Inland Consumption by the GDP. Since Gross Inland Consumption is measured in kgoe (kilogram of oil equivalent) and GDP in 1000 EUR, this ratio is measured in kgoe per 1000 EUR. All necessary data related to energy data is compiled through five annual Joint Questionnaires (one for each type of energy above-mentioned). These questionnaires are called « joint » because they are shared by Eurostat and the International Energy Agency (organisation that belongs to the OECD).       Physical energy flow accounts (PEFA) is one module of the European environmental-economic accounts - Regulation (EU) 691/2011 Annex VI. PEFA record the flows of energy (in terajoules) from the environment to the economy (natural inputs),within the economy (products), andfrom the economy back to the environment (residuals), using the accounting framework of physical supply and use tables. PEFA provide information on energy flows arranged in a way fully compatible with concepts, principles, and classifications of national accounts – thus enabling integrated analyses of environmental, energy and economic issues e.g. through environmental-economic modelling. PEFA complement the traditional energy statistics, balances and derived indicators which are the main reference data source for EU energy policies.       The indicator expresses the sum of the energy supplied to the final consumers for all energy uses. It is the sum of final energy consumption in industry, transport, households, services, agriculture, etc. Final energy consumption in industry covers the consumption in all industrial sectors with the exception of the ´Energy sector´. The fuel quantities transformed in the electrical power stations of industrial autoproducers and the quantities of coke transformed into blast-furnace gas are not part of the overall industrial consumption but of the transformation sector. Final energy consumption in transport covers the consumption in all types of transportation, i.e., rail, road, air transport and inland navigation. Final energy consumption in households, services, etc. covers quantities consumed by private households, commerce, public administration, services, agriculture and fisheries. The indicator is a Sustainable Development Indicator (SDI).       The indicator measures the total energy consumed by households as final users, expressed in 1000 tonnes of oil equivalent. The indicator has been chosen as a proxy for indicators in the key area 'Improving buildings' of the resource efficiency initiative. This area focuses on the energy spent in households for heating purposes and how the amelioration of buildings can contribute to energy-saving plans. Eurostat collects data on total energy consumption in households split by fuel category. More detailed data for energy consumption in households (e.g. energy for space heating, space cooling, water heating and cooking) will be collected in the future under the Commission Regulation (EU) No 431/2014 of 24 April 2014 amending Regulation (EC) No 1099/2008 of the European Parliament and of the Council on energy statistics, as regards the implementation of annual statistics on energy consumption in households.       Eurostat Dataset Id:nrg_esdgr_a Consumption of energy depends strongly on weather conditions. If the temperature decreases below a certain value, "heating threshold", more energy is consumed due to increased need for space heating. Taking this into account, Eurostat launched a project aiming at the development and implementation of a common method for the climatic correction of final energy consumption for space heating purposes in the 27 Member States of the European Union. Temperature corrected energy consumption data help interpretating energy consumption trends.

      Harmonised Indices of Consumer Prices (HICP) are designed for international comparisons of consumer price inflation. HICPs are used for the assessment of the inflation convergence criterion as required under Article 121 of the Treaty of Amsterdam and by the ECB for assessing price stability for monetary policy purposes. The ECB defines price stability on the basis of the annual rate of change of the euro area HICP. HICPs are compiled on the basis of harmonised standards, binding for all Member States. Conceptually, the HICP are Laspeyres-type price indices and are computed as annual chain-indices allowing for weights changing each year. The common classification for Harmonized Indices of Consumer Prices is the COICOP (Classification Of Individual COnsumption by Purpose). A version of this classification (COICOP/HICP) has been specially adapted for the HICP. Sub-indices published by Eurostat are based on this classification. HICP are produced and published using a common index reference period (2015 = 100). Growth rates are calculated from published index levels. Indexes, as well as both growth rates with respect to the previous month (M/M-1) and with respect to the corresponding month of the previous year (M/M-12) are neither calendar nor seasonally adjusted.

Energy tax revenues are measured in euro 2010 (deflated with the gross market produck implicit deflator) and the final energy consumption in TOE (tonnes of oil equivalent), therefore the ITR on energy is measured in EUR per TOE.  This is a Sustainable Development Indicator (SDI).       The datasets: Material flow accounts in raw material equivalents - modelling estimates (env_ac_rme)Material flow accounts in raw material equivalents by final uses of products - modelling estimates (env_ac_rmefd) provide model-based estimates, for the aggregate EU economy only, of material flow accounts in raw material equivelents (MFA-RME) to complement the dataset ´Material flow accounts' (env_ac_mfa), also referred to as economy-wide material flow accounts (EW-MFA). Both EW-MFA and MFA-RME present the flows of natural resources (minerals, metal ores, biomass, fossil energy materials) from the environment into the economy. Both include domestic extraction of materials measured in tonnes of gross material (e.g. gross ore or gross harvest). However, in EW-MFA imports and exports are measured in mass weight of the products as they cross country borders. For the derived indicators this implies that they combine data with different underlying measurement concepts. The MFA-RME dataset offers a complementary view by replacing the material trade flows in mass weight by estimates of the raw material equivalents of the products traded, i.e. how much extraction, domestic and abroad, was needed to produce the traded products.       This indicator is defined as the number of EMAS-registered organisations and sites. The Eco-Management and Audit Scheme (EMAS) is a voluntary environmental management system implemented by companies and other organisations from all sectors of economic activity including local authorities, to evaluate, report on and improve their environmental performance. The scheme integrates ISO 14001 (International Standard for Environmental Management System) as its environmental management system element. Since April 2001, corporate registrations are possible, wherein organisations gather all their sites under one registration number. The European Commission started to collect numbers of sites in addition to number of organisations in March 2004 to give a more accurate picture of EMAS development.

      The industrial production index shows the output and activity of the industry sector. It measures changes in the volume of output on a monthly basis. Data are compiled according to the Statistical classification of economic activities in the European Community, (NACE Rev. 2, Eurostat). Industrial production is compiled as a "fixed base year Laspeyres type volume-index". The current base year is 2015 (Index 2015 = 100). The index is presented in calendar and seasonally adjusted form. Growth rates with respect to the previous month (M/M-1) are calculated from calendar and seasonally adjusted figures while growth rates with respect to the same month of the previous year (M/M-12) are calculated from calendar adjusted figures.

      This dataset provides estimates of the production, value added, exports and employment of the environmental goods and services sector (EGSS). The EGSS is the part of the economy that generate environmental products, i.e. those produced for the purpose of environmental protection and resource management. Environmental protection includes all activities and actions which have as their main purpose the prevention, reduction and elimination of pollution and of any other degradation of the environment. Those activities and actions include all measures taken in order to restore the environment after it has been degraded. Resource management includes the preservation, maintenance and enhancement of the stock of natural resources and therefore the safeguarding of those resources against depletion. The EGSS accounts are produced in accordance with the statistical concepts and definitions set out in the system of environmental economic accounting 2012 – central framework (SEEA CF 2012, see annex). Datasets env_ac_egss1 and env_ac_egss2 consist of country data produced by the Member States, who transmit the data to Eurostat and further disseminates it. The EU estimates in datasets env_ac_egss1, env_ac_egss2 and env_ac_egss3 are produced by Eurostat not as a sum of available countries but using methods documented in the Eurostat EGSS practical guide (see methodology page) and data sources publicly available. In addition, Eurostat produces output and gross value added volume estimates, i.e. discounting changes in prices, for all countries published in dataset env_ac_egss2.

      This indicator is based on the definitions included in the Directive 2009/28/EC(Renewable Energy Directive) on the promotion of the use of energy from renewable sources. It is calculated on the basis of data collected in the framework of Regulation (EC) No 1099/2008 on energy statistics and complemented by specific supplementary data transmitted by national administrations to Eurostat. This indicator measures how extensive is the use of renewable energy and, by implication, the degree to which renewable fuels have substituted fossil and/or nuclear fuels and therefore contributed to the decarbonisation of the EU economy. It also show what is the progress on EU level towards Europe 2020 target for renewable energies of increasing the share of renewable energy in gross final energy consumption to 20% by 2020.       The energy balance is the most complete statistical accounting of energy products and their flow in the economy. The energy balance allows users to see the total amount of energy extracted from the environment, traded, transformed and used by different types of end-users. It also allows seeing the relative contribution of each energy carrier (fuel, product). The energy balance allows studying the overall domestic energy market and monitoring impacts of energy policies. The energy balance offers a complete view on the energy situation of a country in a compact format, such as on energy consumption of the whole economy and of individual sectors. The energy balance presents all statistically significant energy products (fuels) of a country and their production, transformation and consumption by different type of economic actors (industry, transport, etc.). Therefore, an energy balance is the natural starting point to study the energy sector. Annual data collection cover in principle the EU Member States, EFTA, EU candidate countries, and potential candidate countries. Time series starts mostly in year 1990.       The Total energy supply is one of the most important aggregate of the energy balance. For the total of all energy products this is the total energy delivered/consumed in a country excluding deliveries to international aviation and international marine bunkers. For primary products (those directly harvested from nature) it shows the available supply. For derived products (manufactured products, secondary products) it covers only their international trade, stock changes and deliveries to international aviation and international marine bunkers. Production of derived products is recorded in the transformation output. Consequently, Total energy supply for derived products can be negative - which means its original primary form of supply was accounted for in the form of the respective primary energy product.

      Eurostat collects rail transport statistics by two means: 1. Voluntary data collection. Data are collected using the Common Questionnaire of the United Nations Economic Commission for Europe (UNECE), Eurostat and the International Transport Forum (ITF). Full details are set out in another document (see link to 21.3. Annex, at the bottom of the page). Compared to the Directive, Regulation 91/2003 covers the transport of passengers and statistics on accidents in addition to the transport of goods.
